We the Delegates of the People of Virginia duly elected in pursuance of a recommendation from the General Assembly and now met in Convention having fully and freely investigated and discussed the proceedings of the Federal Convention and being prepared as well as the most mature deliberation hath enabled us to decide thereon Do in the name and in behalf of the People of Virginia declare and make known that the powers granted under the Constitution being derived from the People of the United States may be resumed by them whensoever the same shall be perverted to their injury or oppression and that every power not granted thereby remains with them and at their will: that therefore no right of any denomination can be cancelled abridged restrained or modified by the Congress by the Senate or House of Representatives acting in any Capacity by the President or any Department or Officer of the United States except in those instances in which power is given by the Constitution for those purposes …
Seems pretty clear if the Government becomes abusive you have the right to withdraw !

After all, the court battle he eventually won in 1655 to keep John Casor (Ceasar?) as his servant for life, identifies this unfortunate soul as the first slave in the recorded history of our country. Claiming that he had been imported as an indentured servant, Casor attempted to transfer what he argued was his remaining time of service to Robert Parker, a white, but Johnson insisted that “hee had ye Negro for his life”.
The court ruled that “seriously consideringe and maturely weighing the premisses, doe fynde that the saide Mr. Robert Parker most unjustly keepeth the said Negro from Anthony Johnson his master….It is therefore the Judgement of the Court and ordered That the said John Casor Negro forthwith returne unto the service of the said master Anthony Johnson, And that mr. Robert Parker make payment of all charges in the suit.”

Illinois the land of Lincoln added almost identical restrictions in 1848, as did Oregon in 1857. Most Northern states in the 1860s did not permit immigration by blacks or, if they did, required them to post a $1,000 bond that would be confiscated if they behaved improperly
