There is much concern that speculators have driven up the prices to the detriment of the American economy. To combat this, the administration has proposed limits on the number of contracts speculators/ refiners can control. Isn’t this backwards?  Wouldn&#039;t it be wiser to raise the margins to make it more expensive to speculate? &lt;br&gt;For example if you buy stock you must put up 50% of the value of the shares. Taking IBM as an example there are approx 1.5 billion shares outstanding. In order to reach the level at which the SEC considers it prudent to be informed you must control 10% of the float. At 150,000,000 shares at $100 a piece you must put up $7.5 billion to control $15billion worth. The open interest in the sept 09 oil contract is 311,751. Each contract controls 1000 barrels.
