Most African Americans lived in ghettoized communities the slavery era up through the late 1960's. After black folks got the right to vote the political contact with the white downtown power structure was always channeled through some black big shot person in the black community in the political role of client. In the black community, this person could be a wealthy businessman or a Undertaker, or a Minister of a large church. This person would also be selected by the white power structure as the political contact in the black community, Gifts, graft kickbacks, liquor licenses and other benefits would given to the black client in exchange for delivering a black vote favorable to the white patron's political power structure. Members of the black community who needed personal assistance from City hall would have to process their request through the black big shot client, who would then get it approved and acted upon by his white patron. That's the way things worked up until the late 1970's.

Harry is trying his best to implement this obsolete political arrangement, wherein he assumes the role of a national client for all AA's in the nation. In Harry's scenario the Republican party is assumed to be the patron controlling all of the white political power. Poor Harry fails to realize that this is the 21st century and people are buying electric cars and he is still selling Studebakers. The political gulf between the Republican party and the rest of black America is so large that they are willing to keep throwing money at this clown hoping that something might take root. Since the Republican's world now-a-days is totally "Mediacentric", if Harry can keep getting feeble gigs on political TV (as the "black opposition" to Obama), the Republicans will keep stuffing money in ol' Harry's pockets.

Harry Jackson is an artifact left over from the Patron-Client arrangements so prevalent in 20th century American politics.
