WASHINGTON (AP) — <b?President Barack Obama on Friday rejected his transportation secretary's suggestion that the administration consider taxing motorists based on how many miles they drive instead of how much gasoline they buy.

“It is not and will not be the policy of the Obama administration,” White House press secretary Robert Gibbs told reporters, when asked for the president's thoughts about Transportation Secretary Ray LaHood's suggestion, raised in an interview with The Associated Press a daily earlier.

Gasoline taxes that for nearly half a century have paid for the federal share of highway and bridge construction can no longer be counted on to raise enough money to keep the nation's transportation system moving, LaHood told the AP.

“We should look at the vehicular miles program where people are actually clocked on the number of miles that they traveled,” the former Illinois Republican lawmaker said in the AP interview.

LaHood spokeswoman Lori Irving said Friday that the secretary was speaking of the idea only in general terms, not as something being implemented as administration policy.

Palin to Travel to Western Alaska!

Now we know! We’ve been asking ourselves since January 12, what it would take to shame the governor into actually taking some personal time and doing something to help villages in Western Alaska who are running out of food and fuel this winter.

Five full weeks after the news hit, we have an answer. A whole lot of bad press.

The press conference given by Palin in Juneau recently spotlighted how utterly unprepared she was to answer the question “What have you done personally” to help? Many of us have donated food, money, and personal time toward the relief effort. Palin has used her personal time for all kinds of other things – travel to Washington D.C. to attend a swanky banquet and a dinner party at the home of a GOP fundraiser. She’s given interviews, and started the Iron Dog snowmachine race. But has she donated food? Has she made a public cry for help? Not until now.

And when she said she had “offered” to travel there, it sure didn’t sound like any plans were in the works.

Palin Ribbed by Montana Guv for Being No Show

Montana Democratic Gov. Brian Schweitzer ribbed Alaska Republican Gov. Sarah Palin Friday for announcing at the last minute that she will not be attending a Sunday discussion of energy policy that the two governors were scheduled to lead at this weekend's meeting of the National Governors Association (NGA) in Washington.

“I don't know where she's going to be. You'll be stuck with me,” Schweitzer told ABC News. “There will be no glamour, certainly no snappy dressing. I brought my best two pairs of jeans. There's a little bit of a horse s**t stain by the knee. But I've been washing that stuff out.”

Palin and Schweitzer, a rancher-turned-politician, are the chairwoman and vice chairman, respectively, of the NGA's Natural Resources Committee.

The panel is holding a 2 p.m. ET discussion Sunday on “Energy Infrastructure: Vital for a 21st Century Economy.” The panel will hear from two energy experts: Pat Wood III, a principal with Wood3 Resources, and Jesse Berst, the managing director of GlobalSmartEnergy.com.

For weeks, the NGA's published agenda has touted the Palin-Schweitzer panel as hosting the 90-minute discussion with Wood and Berst.

Palin, however, did not publicly commit about attending the NGA conference.

Her office announced Thursday that her travel to western Alaska coupled with her work on budget amendments and “economic stimulus certification requirements” would prevent her from attending this weekend's NGA meeting, which includes not only the energy policy discussion but also a Sunday black tie dinner at the White House and a Monday governors-only meeting with President Barack Obama.

“I don’t have any party buying me clothes,” said Schweitzer, referring to the more than $150,000 that the Republican Party shelled out for the Palin family's wardrobe last year. “My wife buys my clothes at Costco.”

Obama In Ottawa, Makes Surprise Visit To Market (SLIDESHOW)

OTTAWA — President Barack Obama turned into a dutiful shopper Thursday, getting some maple-leaf shaped cookies for his two daughters in a surprise visit to an indoor market.

After leaving Parliament Hill, the president's motorcade stopped at the By Ward Market, a farmers' market in an historic section of Ottawa. Obama's arrival surprised and stunned shoppers, many of whom crowded around the new president, shook his hand and posed for photos.

Obama walked through aisles of vendors selling crafts, Chinese noodles and Indian food. He purchased a key chain and searched for a snow globe.

But his main destination was a French bakery.

He tried to buy cookies for daughters Malia and Sasha, but the baker behind the counter refused Obama's money, indicating the sweets were for his children.

As he left, a woman emerged with the one local favorite Obama had heard a great deal about _ a deep-fried pastry known as Beaver Tail.

Obama then headed to his meeting with Canada's opposition leader, Michael Ignatieff. The two chatted briefly at the start about the pastry, which the president had tried and described as delicious.

He added that in Chicago, “we have some stuff that will thicken the arteries.”
