Is Obama going to mention anything about George W. Bush’s hatred of black people in his inauguration speech?

I'd like to follow up on one thing that just burns when we discuss the budget and deficit spending; ……reviewing the Pentagon’s next fiscal 2009 supplemental war funding request, …..
this has been treated as though it doesn't matter as far as the budget goes. In short we can spend money for a sitution we should never have been in but if we spend it on people in our own country the congress is irresponsible.
