By Al Kamen The Federal Emergency Management Administration, a tragicomic disaster since Hurricane Katrina in August 2005 -- and even before then -- looks to be getting a facelift under the Obama administration, sources tell us.
First off, the likely plan is to break off the agency from the Department of Homeland Security, a move that would in itself help restore the pride FEMA folks felt when it was an independent agency.
Second, there's increasing talk that former director James Lee Witt, who took over the then-troubled agency at the start of the Clinton administration and left it eight years later with a much enhanced reputation for getting things done, is coming back in from retirement to run FEMA for maybe six months to a year and whip it into shape.
After that, so the plan goes, his possible deputy administrator, Mark Merritt, who worked with Witt at James Lee Witt Associates -- where they made a fortune on disasters -- would take over the top job at FEMA.
Witt's no stranger to this clean-up role, lest we forget what he inherited when he took the FEMA reins back in 1993. FEMA was so badly ridiculed for botching relief efforts after Hurricane Andrew in 1992 that outraged senators were threatening to zero out its budget and former senator Ernest Fritz Hollings (D-S.C.) opined "they could screw up a two-car parade."
Witt, who was Clinton's state emergency management chief in Arkansas, was widely credited with reorganizing and re-energizing the agency.
However, Witt is likely to be grilled about his work on Katrina relief. Witt and Merritt began their work in the days after the hurricane, when Louisiana Gov. Kathleen Babineaux Blanco hired their disaster recovery firm in an open-ended, no-bid contract.

I just have a feeling that "they" know something we don't know. I also wonder about the TRUTH of who leaked what. I don't see how O can think the Clintons will be a good SOS because they are meglomaniacs. I also think Bill does A LOT of unethical stuff including but not limited to having $ funneled into offshore bank accounts. I think they only report an nth of their personal fortune. Aside from quid pro quo, why would O put himself in this boat? He can't win. If they become SOS, they become O's face to the world. If she doesn't get the title, white women PUMA throwbacks are going to skewer him. Will Iranians receive her after she said she would obliterate them? Did meeting with other presidential wives really prepare her to play hardball with Kim Jung Il? Well, watching this is as good as any political novel except that it's real life and not fiction. I just saw the Obama plate commercial for the first time...
When Barack Obama began taking questions during today’s economic press conference, reporters quickly realized that raising one’s hand wouldn’t lead to getting called on. That's because news outlets were selected beforehand.
President-elect Obama, according to an aide, went in with “a game plan” of who to call on, time-permitting. Today, he took questions from reporters with three wire services and three major papers.
Only the Associated Press and Reuters have asked questions at both post-election briefings, the first of which was held on Nov. 7. Otherwise, it’s been a mixed bag. For instance, the NY Times got an opportunity during the first, but the not the second. The opposite can be said for the Washington Post and Wall Street Journal.
In a step toward White House protocol, the AP has had the first question on both occasions. But the Obama team isn't exactly following White House protocol since no television reporters asked questions today,(although four got a chance earlier this month). Also, reporters were told last time not to use laptops, a consideration typically made for President Bush. However, that wasn't followed today, according to one reporter.
So while there's a shift toward White House protocol, it's not exactly there yet. Indeed, an aide said there is "no perfect system" yet in place that will last beyond Jan. 20.
Several reporters in the ballroom today told Politico they weren’t informed beforehand as to who’d get called on. But at the same time, there were assigned seats an indication that it could be already determined.
Good news for those news outlets shut out today: there's another press conference scheduled for Tuesday. Same time, same place.

The Free Trade Agreement would exacerbate an already grave humanitarian crisis
The U.S. Free Trade Agreement (FTA) with Colombia is back in the spotlight, after President Bush allegedly conditioned his support for a bailout of the auto industry on the Democrats dropping their opposition to the FTA.
For months, the FTA has been tied up in Congress due to concerns over Colombia's atrocious human rights record.
Until now, the debate has centered on the many deaths suffered by labor leaders at the hands of government and paramilitary forces.
At the behest of U.S. organized labor, President-elect Barack Obama, during his Presidential campaign, repeatedly denounced the FTA suggesting that it would increase violence against Colombian labor activists.
Yet President Bush refuses to give up, despite a Colombian nationwide referendum on the FTA in 2005 that 98% of Colombians voted against.
Not surprisingly, The Wall Street Journal concurs with Bush policy by asserting that Obama does not understand the benefits of "Free Trade".
The renewed interest in passage of the FTA in the U.S. comes at a pivotal moment in Colombia.
Right now, thousands of indigenous protestors, union activists and leaders of the peasant movement are marching from the south of the country to the capital city of Bogota, to protest the neo-liberal economic policies of Colombian President Alvaro Uribe—Bush's main ally in the region.
A confrontation between the indigenous protestors and government forces exploded a month ago, when soldiers opened fire on thousands of demonstrators in northern Cauca, injuring dozens of civilians. At least four people were killed.
Two weeks ago, the head of the Colombian Armed Forces, General Mario Montoya and 26 other high-ranking officers were forced to resign. The officers had been linked to a military practice known as ‘false-positives,' where poor city youth are detained, taken to into the jungle, shot, and then dressed in camouflage to be presented as leftist FARC rebels killed in combat.
Complicating the situation, Uribe's government is mired in scandal. Many legislators in his party are in jail or under prosecution for ties to paramilitaries, death squads, and drug cartels.
Shortly before the U.S. Presidential election, Uribe sat down to negotiate with the indigenous movement, but after hours of debate, he rejected all of the movement's demands.
Faced with Uribe's rebuff, on November 10th, the Association of Indigenous Councils of Northern Cauca (ACIN) sent an open letter to Obama, asking him not to support the Free Trade Agreement with Colombia.
In turn, the Uribe government has accused the indigenous groups of helping the FARC to plant a bomb that killed two soldiers late in the day on Tuesday, a charge that the indigenous movement adamantly denies.
Manuel Rozental, a spokesperson for the ACIN, said that the government wants to criminalize the indigenous movement in order win public support for its ongoing campaign of violence against their peaceful mobilization, known as the minga in Colombia.
"The indigenous movement has made a very clear statement against war and against all warring factions, including the armed insurgency," he said.
"It only provides the government the argument to move in and attack civilians and then blame them as being terrorists," he continued. "Taking arms to resist an aggressive regime would be to transform oneself into the same entity that one is opposing."
The primary demand of the movement is an end to the neo-liberal economic policies promoted by Uribe and to the brutal security measures employed under the US-backed Plan Colombia.
For Colombia's indigenous peoples, the government's combined economic and security policies have only resulted in poverty and violent dispossession from their land.
Although little discussed, Colombia has more than four million internally displaced peoples, second only in magnitude to the crisis in Darfur.
According to Rozental, transnational mining and natural gas companies are behind the forced displacement of indigenous peoples from resource rich areas.
"Without the constant terror from the government, it would be impossible to deliver the resources and territories of the country to transnational corporations," he said.
"Four million people have been displaced from resource rich territories," he continued, "in order to deliver those territories to corporate interests. If the FTA gets signed, the appropriation of resources and lands can be legalized by an apparently democratically elected body of legislators, who, in fact, got into office through the support of death squads."
However, The Wall Street Journal, in an editorial attacking Obama's stance on the FTA, seemingly overlooked the Colombia's widespread corruption and supported its violent security forces and Uribe's disastrous economic policy.
"If Colombia hopes to keep spending on judicial improvements and better law enforcement, it needs an expanding economy", said the editorial. "Since Uribe took office in 2002, violence has been substantially reduced. Mr. Obama has never explained how denying Colombians the FTA will help the country reduce violence. Maybe this is because he knows he's merely repeating union distortions."
Yet several international human rights organizations have also denounced the ongoing use of violence against Colombians by international companies.
According to MiningWatch Canada, "Where corporations have sought access to Colombia's resources - oil, coal, gold, emeralds - they have used paramilitary violence, forced displacement, massacres, and disappearance as tactics to remove populations and secure their investments."
Despite ongoing violent attacks, the indigenous people in the Cauca have for decades refused to be displaced, in what has become a courageous example for other Colombians to follow.
"They've become the center of civil resistance in the country," said Rozental. "They will face armed attacks by going out, unmasked, to face those who are attacking them.
"The indigenous movement has shown that it is the only one that has been able to face the Uribe regime, against the terror and fear, and has actually managed to push away all warring factions," he continued.
For this, they have twice won the Colombian Award for Peace. According to Rozental, Colombia's indigenous peoples have a sacred responsibility to protect life and the land.
"Indigenous people have one sacred ancestral position: the defense and promotion of life, above anything else," he said. "They resist the global neoliberal regime that has made wealth sacred precisely because life has to be protected and this system is destroying it."
Yet on Friday, the march towards Bogota was again met with a heavy police and military detachment, which refused them entry to the city of Ibague.
Rozental said that many of the movement's leaders fear more violence as the mobilization approaches Bogota.
"It's our greatest fear," he said. "We fear that it is to the advantage of the regime that actions of war and terror take place during the minga. The only beneficiaries of violence, at this stage, are the regime itself and its transnational allies."
"We are calling upon the world to protect the people of Colombia against the greatest risk and danger we're facing: the government of Colombia."
But Rozental is quick to point out that all of the actions taken by the Colombian government are backed by the US and Canadian governments, as well as transnational companies. Whether directly or indirectly linked to the rampant human rights abuses ongoing in Colombia, he believes they, too, should be held accountable.
"They know they are negotiating and signing an agreement in order to access wealth, cheaply, through the constant and systematic use of terror," he said.
"And the outcome of all this," he continued, "is that the people are massively displaced from their land."
In a press release outlining their opposition to the FTA, the ACIN made clear that they fear the passage of the FTA will only facilitate further violence and human rights abuses.
"We are not against international trade and economic relationships. But a basic condition to approve any trade agreement should be the respect of fundamental human rights, and this FTA subordinates our collective and individual human rights to the interests of investors."

President George W. Bush on Monday pardoned 14 people and commuted the sentences on two others, leaving the door open for more clemency measures in the two months he has left in office, the White House said.
There were no high-profile personalities among the pardoned people who had been convicted of drug, environmental, animal endangerment, tax and fraud offenses, according to a list published by the Justice Department.
It is customary for US presidents to issue a flurry of last-minute pardons in the waning weeks of their tenure.
Including Monday’s announcements, Bush has pardoned 117 people and commuted the sentences of eight others since he took office in January 2001, the White House said.
“The President carefully considered recommendations for pardons and commutations on a case-by-case basis and made his determinations,” said White House spokesman Carlton Carroll.
“He will continue to review clemency requests,” he added.

Hotels Booked Up For Inaugural -- In West Virginia
Here's a further sign of just how many people could be coming to Washington to witness Barack Obama's inauguration: The Associated Press reports that hotels are being booked up as far away as West Virginia, well beyond the range of a typical DC commute.

I don't think that comes on in Toronto...but I just watched a clip on YouTube and I think I know what you mean.
Have you ever noticed when there's a tragedy or something where black people are interviewed, we "perform" for the camera. What I mean is, the emotions, mannerisms, words....are exaggerated off the emotional scale. For example, sometimes there's a woman screaming her head off, but if you look closely, there are no tears, or emotion on her face. Or, she's doing the eye pop and neck roll as Town calls it, and I get the feeling something isn't authentic. Or, there's a guy talking and acting tough. And there's a script, because the same things - with slight variations - are always said!
It's as if we're not inside our bodies, experiencing events, but rather, we're the dispassionate eye of a camera, observing our own behaviour from afar. ...we are the camera and the director, giving instructions on how to turn the head....now, wave your arms.
It's kinda creepy.

Maybe we are looking at this all wrong, maybe they didn't realize they were in terrible marriages until they realized their husbands had more important things to do and put THEM on the back burner. Katon Dawson, the South Carolina GOP chairman, announced his candidacy for RNC chair yesterday.
And guess what: Back in September, when Dawson was first quietly laying the groundwork for his RNC run, The State newspaper reported that he resigned his membership in the nearly 80-year-old Forest Lake Club. Members told the newspaper at the time that the club's deed has a whites-only restriction and has no black members.
Dawson claimed to the paper that he'd actually been working since August to change the club's admission practices after reading about them in the press. Nonetheless, his membership could become an issue in the RNC chair race.
After all, the paper says he was a member for 12 years, so it seems like a pretty fair question to ask whether he started working to change the club's rules this summer, and then resigned, in preparation for his RNC chair candidacy.
That seems like a particularly relevant question when you recall that the case some GOPers made against Obama over his ties to Reverend Wright was that his supposed silence in the face of Wright's rantings should raise questions about Obama's patriotism.
What's more, The State said that Dawson resigned the club after it became known that the paper was getting ready to report his membership.
Either way, it's hard to see how it sends a winning message for the GOP to pick as its chief strategist and public face someone who was a member of a club where the first African American president in history apparently need not apply. As a Columbia native a little history needs to be brought into play. Forest Lake CC has no Black or Jewish members. The entire town is (of Forest Acres) subterfuge intent to avoid integration. It is so very beautiful there and is replete with Black History. But they did seem to be in some sort of weird, twilight zone time warp. There was a conspicuous absence of Black professionals in Charleston when I was there. Maybe it was the neighborhood I was in or something, but the Blacks were largely service professionals. I've met people who left because they felt they couldn't get ahead there. I think a big part of the solution is to bust the books. I can't wait to go back there.
