It’s finally official: President-elect Obama will appear with Sen. Hillary Rodham Clinton (D-N.Y.) in Chicago on Monday as he names her secretary of state, a remarkable reunion of once-bitter rivals.
The news conference at a Chicago hotel is scheduled to begin at 10:40 a.m. Eastern.
Also attending will be Robert M. Gates, President Bush's Defense Secretary, who will remain at the Pentagon. Clinton and Gates are part of a national security team stocked with some of the best-known names in government. The officials said that Obama is also naming Eric H. Holder Jr., the former number-two-official at the Justice Department, as attorney general; Arizona Gov. Janet Napolitano as secretary of Homeland Security; Susan E. Rice, the Obama campaign's senior foreign policy adviser, as U.S. ambassador to the United Nations; and retired Marine Gen. James L. Jones as national security adviser.
The “Team of Rivals” war cabinet is very experienced and will have great credibility with the military and with allies abroad, but it constitutes several distinct power centers that could lead to clashes in tough times.
Obama’s transition team gave the green light to Clinton’s nomination after lawyers worked out a remarkable agreement addressing potential conflicts of interest for former President Bill Clinton, who has extensive financial ties abroad.
Most remarkably, the former president agreed to release the long-secret list of 208,000 donors to his presidential library and foundation. As one of nine concessions, he has promised to put out the list by the end of the year.
“It speaks to President Clinton's willingness to do more than what's asked of him," said a Democratic official familiar with the protracted negotiations between Clinton emissaries and Obama transition aides.
The agreement was negotiated by Cheryl Mills, Robert Barnett, Bruce Lindsey and Doug Band on the Clinton side and John Podesta and Todd Stern on the Obama side.
Here’s the full text of the internal guidance about the agreement:

rikyrah: Here's an UPDATE to the UPDATE on "Tweety":
Update 4:40 PM: Matthews had denied reports that he's hiring staff for a Senate campain in a statement posted on FiveThirtyEight.com, the site that originally reported the news.
"It is absolutely not true," said Matthews, in a statement.
***
Update: FiveThirtyEight has dialed back its report on Chris Matthews' potential senate run.
[EDIT -- 8:26 AM. I am changing the reporting and headline slightly to more cautiously reflect what our sources are telling us. Matthews, we have strong reason to believe, is hiring staff for a run at the Senate, although there have certainly been candidates in the past who have staffed up but subsequently elected not to run. -Nate]

WASHINGTON — President George W. Bush on Sunday dispatched Secretary of State Condoleezza Rice to New Delhi in support of India following the terrorist attacks that killed nearly 200 people, including six Americans.
Rice and Bush wanted an opportunity "to express the condolences of the American government directly to the Indian government and the Indian people," Rice spokesman Sean McCormack said.
Rice was scheduled to leave Sunday night for a meeting in London and then travel to Brussels for a NATO gathering. On Wednesday, following the NATO meeting, she will travel to New Delhi, according to her new itinerary.
"Secretary Rice's visit to India is a further demonstration of the United States' commitment to stand in solidarity with the people of India as we all work together to hold these extremists accountable," White House press secretary Dana Perino said in a statement.
Rice had planned to attend the meeting of NATO foreign ministers Tuesday and Wednesday, with talks focusing on a broad international agenda, including Afghanistan, Georgia and the Ukraine. From there she was to visit Rome, Helsinki and Copenhagen, but it was unclear whether the trip to India would cancel or only postpone those visits.
Rice spoke with President-elect Barack Obama about India earlier on Sunday, McCormack said. It was the third phone conversation between the two since the attacks. Rice has also been in daily phone contact with Indian and Pakistani officials.

Gov. Sarah Palin is putting her conservative Republican fame to work in Georgia, stumping for Republican U.S. Sen. Saxby Chambliss, who is in a tough runoff for re-election.
I wonder if she knows the true measure of the man she is eagerly helping.
Chambliss was elected to the Senate in 2002 by running one of the most reprehensible campaigns of modern times. He was up against incumbent Democrat Sen. Max Cleland, a Vietnam War veteran who lost both legs and his right arm to a grenade during that conflict.
Chambliss avoided serving in Vietnam. He got four student draft deferments, and when his number finally came up, he was medically disqualified with knee troubles.
In the best Karl Rove fashion, Chambliss the draft-evader attacked Cleland the war hero for being soft on terrorism. Distorting Cleland’s votes about workplace rules for the new Homeland Security Department employees, Chambliss portrayed him as a tool of terrorists like Osama bin Laden.
Here’s how the Almanac of American Politics (2006) described it: “Chambliss ran an ad, much attacked in the press, showing pictures of Osama Bin Laden, Saddam Hussein and Max Cleland, and saying that Cleland 'voted against the President’s vital homeland security efforts 11 times.’” (Those “vital homeland security efforts” Cleland opposed were intended to strip homeland security employees of union rights and other workplace protections.)
The man who couldn’t bring himself to serve in the military said a man who left three limbs behind in war was a weakling who would turn the country over to terrorists.
Chambliss was a congressman during the 9-11 attacks. Congressional Quarterly’s “Politics in America 2006” noted that Congressman Chambliss “quipped that one route to security would be for local sheriffs to 'arrest every Muslim that comes across the state line.’”
So there you have the fine American that Palin is trying to re-elect to the U.S. Senate.
Gov. Palin’s eldest joined the Army and has been deployed to Iraq. As a justifiably proud military mom, she might ask herself why she is using her conservative star power to support such a reprehensible Republican chicken hawk. — Matt Zencey
As I've quoted some reporters B 4: There is NOT MUCH DAYLIGHT BETWEEN THEM! :>) :>)
SHE is who HE is! [No! I meant HE - Chambliss.]
President-Elect Obama! :>O LARGE and IN CHARGE!
