You know, I don't care so much that he's a democrat. People I've talked to can't really seem to point to anything of significance he's done.

And that's been discussed.

Peter, go check out the report card. There's a section where we evaluate the White members of Congress with 25% or more minorities in their districts. That's how we were able to evaluate Dennis Kucinich (who also scored 100%).

Jefferson got a primary challenger this summer. And she's planning a comeback, just like Donna Edwards did to Al Wynn. Jefferson saw that up close and doesn't want a repeat with him in the Al Wynn role.

However, he and his family have a whole lot of corruption charges to weasel out of first, and then he still has to explain to the FBI what the hell he was doing with $10,000 in his freezer at his Washington home.

Dollar, Dollar Bill, y'all...

He earned his grades, D. Just because he's a Democrat and happens to be your representative that you don't care for, doesn't change the fact that he votes for legislation that properly represents the interests of your district.

He also is taking the lead on the mandatory sentencing requirements that disproportionately sentences brothas and Latino brothas to jail for petty crimes that has hard time sentences attached (25 to life for stealing a Domino's pizza, or possession of a minute crack rock, but if you are busted for dealing cocaine powder, you might get five years for possession).

If you don't like how you think he's representing you, challenge him in 2010.

No problem, JunePearl.

The validity of the scores comes straight from looking at the "yea" and "Nay" votes tallied by the Roll Call Congressional Record. We select legislation that covers the economy, social justice, the environment, and legislation that best represents the concerns of Black People, which is usually legislation that concerns EVERYBODY.

Each Caucus member has the potential to score 100% on the card. If they voted in favor of bad legislation, or against good legislation, they lose the points. Normally, we have ten pieces of legislation and the votes in favor or against, is 10 points for each piece of legislation (10 pts x 10 bills = 100% or A+). Because we only had eight bills this session, we divided the points accordingly (12.5% x 8 bills = 100%).

If a member is absent from voting, they lose half of the points they would have received if they voted correctly. We then tally the total number of points and the results are the scores, just like in school:

90 - 100 = A
89 - 80 = B
79 - 70 = C
69 - 60 = D
Below 60 = F

Pretty simple. And there's no room for subjectivity, because we don't include bills that the caucus "should" vote correctly on, like being in favor of civil rights legislation. Every caucus member can vote correctly on that. We go after hard stuff like the Bankruptcy bill, Katrina relief efforts (and some caucus members voted against that assistance), mandatory sentencing legislation (getting rid of "three strikes") or legislation that assists ex-convicts reacclimate back into society once they have paid their debt to society (Bobby Scott and Danny Davis are big proponents of such legislation).

At least Yvette Clarke improved her score from the last report card. Her first grading had her missing half the votes and severely impacting her score.

Hope this helps.

The CBC Monitor (http://cbcmonitor.voxunion.com/) is the group that puts out the report. It's usually posted and publicized at Black Agenda Report.

Note: I am having some trouble with the website that I listed above. It's redirecting to cbcmonitoronline.org, but it's loading an empty page.

The Congressional Black Caucus is a voluntary affiliation; like the Progressive Caucus and others in Congress. Those who choose to affiliate volunteer to be held accountable by black people nationally. Therefore it's perfectly appropriate for CBC members to be held accountable based on the relevant set of interests, which in black America are fairly well-established. (See for example the volumes of recent work on black political thought by political scientist Michael Dawson based on large sample surveys of blacks.)

We select legislation that covers the economy, social justice, the environment, and legislation that best represents the concerns of Black People, which is usually legislation that concerns EVERYBODY.

Each Caucus member has the potential to score 100% on the card. If they voted in favor of bad legislation, they lose the points.

90 – 100 = A
89 – 80 = B
79 – 70 = C
69 – 60 = D
Below 60 = F

Pretty simple. And there's no room for subjectivity, because we don't include bills that the caucus “should” vote correctly on, like being in favor of civil rights legislation. Every caucus member can vote correctly on that. We go after hard stuff like the Bankruptcy bill, Katrina relief efforts (and some caucus members voted against that assistance), mandatory sentencing legislation (getting rid of “three strikes”) or legislation that assists ex-convicts reacclimate back into society once they have paid their debt to society (Bobby Scott and Danny Davis are big proponents of such legislation).

LOL! That's how I feel about Congressman Rangel. Although, a C+ isn't a good score. But I was really expecting it to be lower.

He better be glad he's not my representative. The minute I found out about his multitude of rent-controlled apartments, while condo after condo is being built and pushing long-time residents out of Historic Harlem, I would have called him out on it. Big Time. He's one of reasons I'm hesitant to move to Harlem...one of the reasons.
