They are fees for services - I&#039;m guessing you don&#039;t have your own police department or fire truck.&lt;br&gt;&lt;br&gt; I think that&#039;s the problem with republican mythology: the Horatio Alger self-created man.  The only problem with created folks is when creation does wrong as in Dr. Frankenstein&#039;s or when the creator is bad, as in Mr. Chaney.  Chaney, though, started, according to one really good account, in the new book, Angler, as a Frankenstein, with stated good intentions in the fierce interest of protecting this country.  He goes wrong and against the country where he does this at any cost and gives incentive to all kinds of collateral damage: paying off known evil-doin&#039; folks and big corporations at the expense of the American people and our general moral authority. &lt;br&gt;&lt;br&gt;McCain, to me, comes from that mythology, playing on our fears and wrecking his hero podium knowingly.  I think he&#039;s a frustrated would-be leader who may now not even really want to be president, but, just like Chaney, has dug himself so deeply that his own mission is eating itself up.
