		<description>How can you call a tax refund a refund when in effect 40% of the American tax payers, pay no Federal income tax.  There are 170 milion tax paying americans in 2008 62 million will pay zero or even negative taxes.  Now under Obama&#039;s plan all of these people will get a tax refund.  A refund on what? &lt;br&gt;&lt;br&gt;Why not tell the truth and call it what it is redistribution or simply welfare.</description>
