		<description>Problem is one of his solutions has been done.  Paying women to keep having babies isn&#039;t the answer either.  That&#039;s what happened with welfare.   I know unwed mothers get 1 year of free, all expenses, medical needs for the child.  Years ago when unwed mothers were on welfare they found out the more children they had the more $$ they could get from welfare.  Well that stopped and they had to go to work instead of having more babies to stay home and have rent paid by the gov&#039;t.  I could see helping the pregnant women with expenses for the child but why should they get to stay home all day while everyone else has to work to keep a roof over their heads.  I would put a limit to how many children they support and until the child goes into school or pre school at the very least.  Why aren&#039;t they given free medical prenatal care?  and like heartsandflowers said they aren&#039;t being provided for.  Also why aren&#039;t the so called fathers participating in paying for the care of the child?  Giving them money to stay home all day isn&#039;t the answer either.</description>

Why perform a coin toss at all, why not choose arbitrarily?  Things like coin tosses are done for the APPEARANCE of fairness.  To do one in secret without participation of both parties defeats the purpose.</description>
