I grew up in the South, including several years in areas hit by Katrina.&lt;br/&gt;&lt;br/&gt;There are a few factors contributing the the better conditions here, in the wake of the current disaster.  &lt;br/&gt;&lt;br/&gt;First and foremost is availability:  large portions of San Diego are not directly affected by the fires. They should have all gathered to the dome (where a real unselfish collective effort on their part could have made a difference). Who would you rather help? People who are trying to help themselves or people who are just sitting there waiting for a handout? It is a tragic thing what happened to all those people down there and what is still going on. However, if they were just to get some real initiative and try to get back up on their own feet, I am positive we would all see a drastic change in that part of our world. If you were to give someone everything they need to survive, without them having to do anything for it, what do you suppose their reactions will be when they need help? A cold truth is that our welfare system has let these people down when we thought it would empower them. It has done just the opposite. 		<description>One of the defining moments of bad behavior during the Katrina disaster was a group of white cops from an affluent community across a bridge from N.O. turning back a group of black people trying to escape a flooded city... at gunpoint.  So there&#039;s everything I was talking about, white vs. black, rich vs. poor, guns... The article I read about this a year or more ago said that the community that the cops were from was conservative and financially pretty well off.  I&#039;ve never heard of a liberal police department in a conservative town, so I assume the cops were conservative, too.&lt;br/&gt;&lt;br/&gt;Of course white conservatives don&#039;t act this way everywhere, but they sure have SOME who have kept this up for a long time in the south.  For instance, you&#039;ve heard of the &quot;southern strategy&quot; right?  Talk up law and order as a sort of codespeak. What I meant be saying conservatives helping eachother out more is that, more traditional thinking people (typically conservatives) help &quot;people&quot; (any people) out in such hardship times. I mean, simply look at the mass of volunteers that arrives. Were they sent by your local or state conservatives? No, there were simply people helping &quot;people&quot;. Poor, black New Orleans is surrounded by better off, white conservative areas.  And yes, these conservatives acted in more traditional ways.  In the south, racism is quite a tradition.  New Orleans evacuees were turned back at gunpoint on a bridge by jacoby&#039;s white conservatives, police, in this case, who didn&#039;t want their riff-raffy neighbors polluting their town.</description>
