It isn't an advocacy organization, it's a CMO. The CBC, despite it's origins, is Black members of the House looking out for each other on the Hill. <br /> <br /> The CBC doesn't have to open a door to get others to work with them, other members are going to act or not act in concert based on the usual criteria they have for getting things done on the Hill.
